The plug you have is an ungrounded "crowsfoot", and by it's size is probably the smaller amp rated one (NEMA 10-20R is 125/250V, 20 amp, while the larger one, NEMA 10-50R, is 125/250V, 50A). These are depreciated connector types, and while legit in grandfathered applications, have been against NEC code since 1999 to use in new installations
This is because the extension cord volt rating will determine whether or not you can even plug that extension cord into an outlet. 110/120v outlets do not have the same configuration as 220/240v outlets. A plug that works in 220v outlets will not enter a 110v outlet. The reverse is also true. Can you plug 250V into 240V? If the cord has β€œ250V” printed on it and your mains power is between 220V-240V, then go ahead and plug it in. You won’t have any problems as long as the 250V power cable fits into your 220V-240V wall power outlet and into the amplifier.

At 250 volts AC it would draw 0.4 amps plus 10 % more for inefficiencies - that's a current of 440 mA. At 200 volts AC it would draw 550mA. At 100 V ac it would try and draw a current of nearly an amp if it were able.

It is 230v with a total loading if 2.9kW. The manual says it is 12A current with a 900W top element, 1100W bottom element and 2000W grill(You can't use the grill at the same time as the oven). Can I use a normal 13 amp fuse or does it need hard wiring? If not what cable will I need for a normal plug. Thanks in advance
Is 230V the same as 250V? Your 220 volt outlet is actually 240 volts (supply) and the 250 volt plug is a rating and the 230 is also a rating. They are all intended for use with the 240 volt supply. What happens if you plug 220V into 250V? If the cord has β€œ250V” printed on it and your mains power is between 220V-240V, then go ahead and plug 4f80dN9.
